1. What is APS?

APS stands for “Akademische Prüfstelle” which is a joint institution of the German Embassy’s cultural department and the German Academic Exchange Service (DAAD). This institution could only be found at the German Embassy in China, Vietnam, and Mongolia and plays a role as an examination office to check the authenticity of students’ educational biographies before students could apply to German Universities. The APS will evaluate your educational documents and take an interview with you in some cases.

APS screening procedure was first applied from 1 January 2007 (in Vietnam), starting for that year’s winter semester. Until now, it has been a mandatory requirement for students from Vietnam, China and Mongolia when applying for a university study in Germany.

After the successful examination, students who are qualified will receive an APS certificate to apply for entrance admission to German Universities.

**1.1 Which students does APS target for? **

Group 1: Students, who have graduated from high schools, got admitted into a university but haven’t finished a bachelor's degree or have finished a college study in their countries, now wants to study their bachelor program in Germany.

Group 2: All students, who have graduated from a bachelor program in their countries, now want to pursue further study in Germany (for 2nd bachelor program, master or other graduate programs)

Group 3: Students who want to pursue their studies in art fields like dancing, painting, cello playing…

Group 4: foreigners living in Germany with reunion visa wants to pursue university study have to follow German APS procedure (APS - Deutschland-Verfahren):


1.2 When is APS not needed for students in those above-mentioned three countries?

If your bachelor's degree is issued by a foreign university, you can skip the APS screening procedure because APS only evaluates your certificates and degree issued in Vietnam, China, or Mongolia.

However, in case you have a bachelor's degree issued in your country and another bachelor or higher degree issued in a third country, the requirement for APS examination will be decided by your German University. Please check with your chosen university if APS screening is needed.

If you are a winner of following grants or scholarships: DAAD scholarship, grants from a German Government institute or foundation, scholarship the Ministry of Education, a professional research grant prior agreed between German specialists and German Embassy or DAAD in your country.

Ph.D. candidates who come to Germany for completing their Ph.D. research or thesis.


1.3 What will APS examine?

APS’s function is to affirm students’ academic ability for university study in Germany by following evaluation methods:

Examine the authenticity of students’ documents for application to university

Evaluate the academic ability of student for university study in Germany

Only for students applying to German graduate program, once they have met all requirements for graduate study, then APS will arrange an interview with these students

1.4 How much is APS fee?

APS fee might vary depending on your degree’s origin (from Vietnam, China or Mongolia…) and the study purpose. Pls see as following:

For Vietnamese students:

  • Applying to undergraduate program

  • $150 for first 10 certificates

  • $20-$402 for every 10 extra certificates

  • Applying to master or second undergraduate program

  • $250 for first 10 certificates

  • $20-$403 for every 10 extra certificates

  • Applying to art schools

  • $150 for first 10 certificates

  • $20-$404 for every 10 extra certificates

  • Repeat interview: refers to applicants who were not successful in the first or second interview and would now like to arrange another interview appointment.

  • Reconsideration In the re-examination, applicants have successfully completed the interview in China, but need a new APS certificate for the following reasons:

    a. changed educational status / university entrance qualification since the first successful interview

    b. Post-certification of the Bachelor desired. However, not enough semesters could be proven in the first application (6 in a 4-year or 8 in a 5-year study program)

  • Post-certificate

For applicants who have successfully completed the APS China procedure and have completed at least 6 semesters of a four-year study program or 8 semesters of a five-year study program, the APS certifies the final diploma, the bachelor's certificate and the last semesters, without conducting another interview.

Above fees do not include a visa fee .

For Mongolian students:

March 1, 2019, the fees for APS screening are as follows:

M - Rule: 500.000 ₮ for first 10 certificates

M - Rechecking of Guideline and other procedures: 300.000 ₮ (200.000 ₮ up to 2019-02-28)

Additional 1 certificate price: 15.000 ₮ (10.000 ₮ up to 2019-02-28)

2. APS screening process for students

2.1 For undergraduate program

This normal APS screening process is applied for all students who are willing to attend a German undergraduate program but haven’t got any bachelor's degree yet (haven’t finished any undergraduate program in their home country).

The normal APS screening process for student to German undergraduate university will include 3 below steps:

Step 1: Submit the documents for examination

The documents needed and deadlines will depend on student’s country of origin. Please go into the website of APS in your home country for documents needed.

Step 2: Sitting for TestAS

TestAS is a voluntary, standardized test offered in German and English that examines a foreign student’s cognitive and intellectual abilities, to be compared with other foreign students from different countries. German universities could use the result of TestAS as a requirement for admission.

ITB Consulting GmbH in Bonn, entrusted by The German Academic Exchange Service (DAAD), is responsible for developing the TestAS. On the other hand, DAAD assigned the Society for Academic Study Preparation and Test development e.V. (g.a.s.t.) as well as the TestDaF Institute to organize this test all over the world.

TestAS could be taken in German or English and the language you choose doesn’t affect on the test results. For this reason, students are recommended to choose the language they are more confident with.

TestAS’s structure includes twoparts:

  • The Core Test is a writing test which assesses the general knowledge for all academic studies. This test lasts for 110 minutes.

  • Subject-specific test is to measure the abilities of student on particular fields of study. This test will last for 150 minutes. Student could choose one of four subject specific modules which is adapted to their future study in Germany. These four modules include:

    a. Humanities, Cultural Studies and Social Studies

    b. Engineering

    c. Mathematics, Computer Science and Natural Sciences

    d. Economics

It would cost you approx. €80 for the TestAS fee and this fee could be paid by MasterCard or Visa card. You can register for TestAS at https://www.testas.de/ and also find some sample test for practice on this website.

You must plan the time to send documents for APS screening and to take TestAS right afterward because, from 2009, there are only three TestAS exams held per year. Some additional tests are held in specific locations only. You can check the schedule at this website: https://www.testas.de/en/pruefungstermine_en.htm

The test results will come out in four weeks after your test date and be updated in your online account at https://www.TestAS.de. There is no restricted candidate’s age or several times for taking this test so you can take it over and over again. Your TestAS result’s time validation is unlimited so you do not need to retake it if you already get a positive result.

For visa application, you need to present both TestAS and APS certificate.


Step 3: Receiving APS certificate

If your APS screening result is positive, you would receive 10 APS certificates as we already mentioned above. This APS result has unlimited time validation and could be re-issued upon request of applicants with an extra fee.

2.2 For master programs or second undergraduate program

This APS screening process is only applied for students who already got a first bachelor's degree issued in Vietnam, Mongolia or China. Please see above for APS cases of exemption if your previous higher-education degree is issued abroad.

The process might be different in each of 3 above countries but would generally include 3 steps as following:

Step 1: Submit the documents for examination

The documents needed and deadlines will depend on student’s country of origin. Please go into the website of APS in your home country for documents needed.

Step 2: Interview

This interview is only applied for the student to master degree. You must arrange to submit your documents well in advance as per deadlines in step 1.

The interview schedule will be informed to you via email and this schedule might be changed only if you could present an acceptable reason. You must bring along your ID card or passport to the interview place. Punctuality is important because you could properly fail if arriving there late.

This interview will last for 15 minutes in English or German language according to your choice, with the content related to your study major as per your transcript. The purpose of this interview is to evaluate if your professional knowledge is equivalent to your previous degree. Hence, you must have adequate vocabulary and understanding of your chosen major. Dictionary is available in the interview room and you are only allowed to bring your calculator, ruler or pen. Other facilities or devices including the digital dictionary is prohibited.

If your result is negative, you are allowed to apply and take an interview for maximum of two times more.

Step 3: Receiving APS certificate

2.3 For artists

If you are a student who wants to pursue higher study in pure fine art majors, you will also have to go through APS screening process for artist. However, this process will be easier without interview or TestAS.

Your majors must be pure art studies such as music, dancing or painting… Art pedagogy studies are not seen as pure art majors.

The process of APS screening for art students might be different in each of 3 above countries but generally includes only two steps:

2.4. For partnership/program students from China (P-Program)

German universities that recruit Chinese students as part of university cooperations which will be assigned as P-procedure.

The decision as to whether a group will be included in the P-procedure is in accordance with a decree of Foreign Office as a case by case decision.

The German partner university informs the APS informally in an email to leitung@aps.org.cn about the planned study program and attachs with a copy of the cooperation agreement with the Chinese partner university

The inclusion in the P-method of the APS may take place if the following conditions are met:

  • Applicants for the P-Trial in China are selected by professors in German university. The professor can only select students within his area of expertise, or close to the subject.

Telephone interviews and videoconferencing with Chinese applicants via Skype or similar

Video software will be considered.

  • The selection process by the German side must not exceed 6 months upon receipt of the application from students.

  • The interviews are in English or German and must be logged.

The APS must be able to understand the technical selection of the protocols which should focus on the profesional field. Pure motivation interviews are not accepted.

The APS will decide whether to waive the APS plausibility interview. The interview logs could be submitted to the APS together with the students' application documents or in advance via email.

The procedure for Chinese students applying P-procedure is as follows:

Step 1. Application by the German partner university

The German partner university informs the APS by email about their cooperation with the Chinese Partner university and transmits a list of names of the applicants selected for the P-procedure.

The APS then sends the German university a group number for the P-procedure (P-Nummer).

Step 2. Online registration

The students register by stating the group number they received from the German university, print online registration confirmation, sign in person and attach it with their application

Step 3. Transfer the application fee

When transfering application fee, students must include the P-Number in their notes.

Step 4. Submission of documents:

The applications of the Chinese students must be submitted in full. The applications

The documents to be added are:

  • A copy of the cooperation agreement
  • The protocols on the selection of Chinese applicants with the details of who, when and
  • where the selection has been carried out according to which technical criteria
  • A list of selected students
  • The contact details (address, email, telephone and fax number) of the contact person in China and Germany

In the APS P-procedure only students who are selected by the German university can be admitted.

After procedure, applicants in the P-procedure will not receive an APS certificate. The GSP informs the universities concerned about the result of the review by fax.

Students who apply for the visa in the P procedure before the expiry of the planned study program in the individual China process, will need:

  • A written consent for the termination of the program / de-registration by the German university
  • Proof of deregistration at the immigration office on site.

Students who have already participated unsuccessfully in an interview in the individual China procedure, cannot switch to the P-method. For these candidates, there is the possibility to interview repeat and, if successful, will be included in the group with an individual APS certificate, and apply for the visa together with the group.

If you see APS screening as a first evaluation step of your application, it is not so complicating anymore. In fact, with the APS certificate, your university would not doubt the authenticity of your documents or your academic ability so the admission would be granted to you more easily.
